How do you keep birds from eating your dogs food?

I know that birds carry things that could hurt my dog. I feel sorry for my dog that has to eat/drink after these birds. The bird droppings are everywhere including in my dogs food and water. I have tried the fake Owls and streamers and nothing works.

I’ve tried placing a large plastic owl near the food and water dish, as well as a rubber snake. The birds still eat and scatter the food and drink and bathe in the water. Food and water dish are kept on a 4×4 stoop outside my back door and the birds area leaving quite a mess everywhere. Moving the dishes are not an option and I do not care to get a bird feeder or bird bath to accomodate these pests. I also tried tieing shiny strips of fabric to the posts around the dishes. That didn’t work either
